Voter cards are key electoral materials. Like many African states, Somaliland has embraced new technologies to create effective voter cards to eliminate multiple voting and ensure free and fair elections. However, voter cards are also artefacts of powerful processes of authentication. In Somaliland, voter cards index complex and contested political narratives about national recognition and authentic citizenship that form part of efforts to construct a viable state. Voter cards are therefore significant political documents and social objects with which to examine the broader politics of state-building and, indeed, state formation.
